MAPA: New Rules for Wood in Brazil

MAPA (Ministry of Agriculture and Food Supply) by IN 32/2015 – effective 1st February 2016. Dear Members, I wish you all a great 2016 full of joy and lots of opportunities!! 🙂 Kindly note below advise regarding new rules for wood treatment on shipments in Brazil, pls be aware and advise your operational people.
“… Dear Customers, The MAPA (Ministry of Agriculture and Food Supply) by IN 32/2015, creates inspection procedures for containers, in both modal imports and exports, which will be effective from Feb. 1st of 2016. Export from Brazil: The woods that are exported being part of the package must be treated according to the country of destination legislation. So we recommend to always ask the importer (client at destination) an email describing the treatment that should be given to wood in order to export proceed correctly. A cargo exported without proper treatment to the wood and without fumigation certificate, can cause problems to the importer (customer) to proceed with the clearance and can cause storage costs. Imports in Brazil: Before authorizing any shipment of goods is needed to ask the supplier to meet with national requirements on wood that will come with the goods. The wood must be properly treated and identified with the stamp (in a visible place) IPPC (International Plant Protection Convention) together with the fumigation certificate. Loads that arrive in Brazil without the fulfillment of the above may be returned (Art. 32 – § 1) at the source or treated in Bonded enclosure according to the analysis and supervision of the MAPA. Art. 3 are objects of this Instruction, packaging and wood supports or pieces of rough wood, which are used as material for manufacture of packaging and supports, for packing of goods in international traffic, which did not suffer enough processing to remove or eliminate pests, and include: I – boxes, crates, cages, spools and reels; and II – pallets, platforms, platforms for cargo, dunnage, props, weights, props, blocks, wedges, storage timber, squeeze timber or separation, angles and battens. (YES / NO) 2) What kind of wood? a)Treated and Certified wood with fumigation certificate b) Processed material c) Not treated neither certified 3) Provide certificate 4) Some carrier will follow the rule that if not mentioned, they will consider there is no wood coming with the shipment.
16 January 2016 update: Some agents are asking us regarding Heat Treatement and small parts of woods, so I forward you below complete informations so you can have it clearly, all the details regarding this new rule. Below are relevant points and any doubts please let us know! We might need some time to check your doubts as this is a new rule for us also ok? —————————————————————————————————————————————————————————————- Art. 4 are considered low risk and therefore excluded from the provisions of this Instruction: I – packaging and timber supports made entirely with a smaller thickness, wood with less or equal to six millimeters; II – packaging and processed wood supports made entirely of wood, such as plywood, particle board, wood chips and wood laminate sheets produced using glue, heat, pressure or a combination thereof; III – barrels for wine and alcoholic beverages, which were heated during manufacturing; IV – gift boxes for wine, cigars and other commodities made from wood processed or manufactured in such a way that make them unable to serve pests; V – sawdust, wood chips, wood shavings, wood chips and wood wool, when used as packaging or support; and VI – wood components permanently attached to freight vehicles and containers used to transport goods. Single paragraph. The wooden dunnage used to support or wrapping shipments of logs of wood or lumber, made from wood of the same type and quality as the sending and satisfies the same phytosanitary import requirements, will be considered an integral sending, not being subject to the provisions of this Instruction. Art. 5. The raw wood which is used as a material for making packaging and supports, in international transit intended for packaging goods, should be stripped, free of pests at any evolutionary stage, and active signs of infestation of pests. Single paragraph. For the purposes of this Instruction, in the process of withdrawal of the planned bark in the heading, packaging, media or raw pieces of wood can present visually separate and clearly distinguishable husks, measuring less than three centimeters wide, regardless of length; or more than three centimeters wide, provided that the total surface area of each individual piece shell is less than 50 cm² (fifty square centimeters). CHAPTER I TREATMENTS APPROVED FOR CERTIFICATION PLANT HEALTH INTERNATIONAL PACKAGING AND WOOD STANDS Art. 6 The phytosanitary treatments approved for packaging and timber supports or pieces of wood in the rough, which are used as material for manufacture of packaging and supports, for packing of goods in international traffic are: I – heat treatment or drying oven; II – heat treatment via dielectric heating with use of microwaves; III – fumigation with methyl bromide. § 18. The heat treatment or drying in an oven that meets the technical requirements, will be identified on the packaging, surfaces or wood pieces, with the HT code as item IV of art. 10 of this Instruction. Art. 8 In the heat treatment via dielectric heating with use of microwaves, packaging, brackets or wood blanks, which are used as material for manufacture of packaging and supports, for packing of goods in international traffic shall be subject to procedure which ensures the attainment of a minimum temperature of 60 ° C (sixty degrees Celsius) for a continuous minute, the entire profile of the timber, including its surface. § 7. The heat treatment via dielectric heating that meets the technical requirements specified in this article will be identified on the packaging, props and pieces of wood with the DH code as item IV of art. 10 of this Instruction. Art. 9 In fumigation with methyl bromide containers and wooden supports crude, for the packaging of goods in international traffic should be fumigated so that is reached after 24 (twenty four) hours, the concentration-time – CT and a minimum final concentration of the residual methyl bromide specified in Table 1. § 1 The treatment referred to in this article may only be applied to packaging or wooden supports that: I – do not contain pieces of wood that exceed twenty (20) feet measured the cross section of their smaller size; II – present no bark, except waste referred to in paragraph of art. 5 of this Instruction. § 15. Treatment by fumigation with methyl bromide, which meets the technical requirements specified in this Article, will be identified on the packaging and wood substrates treated with the code MB as item IV of art. 10 of this Instruction. IPPC – ISPM 15 RULES TO BE APPLIED Art. 10. The IPPC tag to make sure that packages and wooden supports or pieces of wood in the rough, which are used as material for manufacture of packaging and supports, for packing of goods in international traffic, underwent a approved official phytosanitary treatment and recognized by ISPM 15 comprises, as shown illustrated in Appendix of this Instruction, necessarily, the following elements: I – symbol – registered and protected in Brazil by the Food and Agriculture Organization – FAO at the National Institute of Industrial Property – INPI and consists of a spike stylized wheat and the acronym IPPC, which must appear to the left of other elements, these separated by a vertical line; II – the country code, represented by XX – code consisting of two letters identifying the country, according to ISO 3166-1 of the International Organization for Standardization; III – the company code that performs the processing represented by 000 – code assigned exclusively by MAPA, consisting of five digits, two letters identifying the State in which the company was authorized by the MAP, followed by three digits that identify the number the company’s accreditation without space between letters and numbers. IV – held code of treatment, represented by YY – two-letter code that identifies the phytosanitary treatment for quarantine purposes approved by this Instruction and must be submitted after the combination of the country code and the company responsible for processing: code of treatment § 1. When more than one code is entered on one line, they must be separated by a hyphen. § 2 The country code to be used in wood packaging and supports must be treated in Brazil BR, always followed by a hyphen. § 3. The IPPC mark must be rectangular or square and the narrow margin lines, with a vertical line separating the symbol of the code elements. § 4 can allow the presence of small spaces on the shore line and the vertical line when using stencil molds. § 5. It is forbidden to place any other information in the space reserved for the IPPC mark. § 6 In case you need any further mark designed to identify packaging, support, or pieces of wood, as a trademark manufacturer, logos, such information must be applied near the outside edge of the IPPC mark. § 7 variations in the IPPC mark on the vertical or horizontal arrangement of symbols and required elements are only accepted, as shown in the Annex of this standard. § 8 are not accepted changes in the symbol of the IPCC mark as described in paragraph I of this article. Art. 11. The IPPC mark can only be applied in packaging, brackets or wood blanks, which are used as material for manufacture of packaging and materials for packaging of goods in international trade, by company authorized by MAPA, according with specific standard, which has carried out treatments under this Instruction. Single paragraph. The implementation of the IPPC mark the caput should be performed at the site where the treatment was carried out. Art. 12. The implementation of the IPPC mark on the packaging, surfaces or pieces of wood in the rough, which are used as material for manufacture of packaging and supports, for packing of goods in international traffic, shall be legible, made in different color red and orange, preferably by burning wood to heat or other process to ensure that the mark is indelible and persistent, being forbidden the use of detachable labels. § 1 The IPPC mark must be visible, mandatory in at least two external and opposite faces of the packaging or timber support, in the format specified in Annex of this Instruction. § 2. In the implementation of IPPC mark, size, font used and the position of the mark may vary from what is visible and readable during the inspection and supervision, without the need for additional visual appeal. § 3 In wood parts for timber stowage and future production of wood packaging by third parties, the IPPC mark must be applied throughout all the treated parts in short intervals, only by the company that carried out the treatment. Art. 13. The IPPC mark must be applied immediately after the treatment. § 1. In exceptional cases, it may be authorized the implementation of the IPPC mark prior to treatment when performed by packaging manufacturer or wooden holders authorized to carry out pesticide treatments for quarantine purposes. § 2. The exception provided for in § 1 is subject to an audit of the operational flow and packaging production logistics and wooden brackets, as provided in specific standard. § 3. The conditions set out in §§ 1 and 2 apply only to heat treatment performed in fixed heating chambers. Art. 14 need not receive further treatment or application of new brand over its useful life the packaging or timber carriers operated in international traffic who received treatment and been marked in accordance with ISPM 15, for any country, that have not been repaired, recycled or changed in some other way and are free of live or active pest infestation signals. Art. 15. It is considered wood packaging repair operation that is removed or replaced, at most, one-third of the parts that compose it. § 1 To repair quoted in this article can only be used wooden blanks that have been treated in accordance with this Instruction, or processed piece of wood, as examples of materials detailed in item II of art. 4 of this Instruction. § 2 treated wooden parts used for repair should present each of them, their brand IPPC in accordance with this Instruction. § 3. A fixed package may submit a maximum of three distinct brands IPPC arising from the use of wooden parts treated rough. Art. 16. wood packaging recycling is considered the operation in which there is replacement of more than a third of its parts, can form other wood packaging, using new and used pieces of wood. Single paragraph. In packaging and wooden supports submitted to recycling must be existing IPPC marks removed, held new treatment and applied new brand IPPC by the controller in accordance with this Instruction. Art. 17. When a package or timber support is composed of several parts, the resulting assembly will be considered as a single unit for the purposes of applying IPPC mark. Single paragraph. When the packaging unit or wood support under the heading of this article is made of wood treated raw and processed wood, the IPPC mark may be applied to the processed wood pieces to allow it to be in a visible place and has the size appropriate. Art. 18. The raw wood for stowage, apeação, brackets, weights, props, blocks, wedges, storage timber, squeeze timber or separation, angles, cops, bobbins and battens, used to hold or support the goods international transit, should be treated and display the IPPC mark visibly and legibly, as described and illustrated in this Normative Instruction and its annex. § 1 When small pieces are cut for the uses described in this article, the cuts should be made so that the full IPPC mark is present. § 2 Small pieces of wood that do not bear the full IPPC mark visibly and legibly, can not be used for the uses described in the caption. *MODEL ATTACHED – FOR MORE INFO REGARDING ISPM 15 PLS CHECK: https://en.wikipedia.org/wiki/ISPM_15
